Why Rau wants to stop traffic on Peel St

PEEL St will be closed to traffic under a proposal being explored by the State Government to regenerate the inner CBD. 

And if a trial was successful, Planning Minister John Rau said he wanted to create a pedestrian “corridor”, closing off laneways to traffic from the Riverbank precinct near the Festival Plaza through to the Central Market over the next few years.

Under the government plan, which is backed by traders, Peel St would be shut to traffic for a trial period from between 3pm or 4pm through to between 8am or 10am on Thursday, Friday and Saturday nights.

 

Govt flags more liquor licensing reform

The State Government is considering a new round of liquor licensing reform to loosen regulations on city bars and clubs hosting live entertainment.Currently, venues must apply to the state Liquor Licensing Commission for entertainment consent or an entertainment licence in order to have musicians, or other entertainers, perform inside or outside their venues.

Adelaide City Council candidate and city publican Gareth Lewis wants a full review of every liquor licence in the CBD.

Lewis, who owns and operates three city bars, said many city businesses have expressed concern to him over “absurdities and dated conditions” attached to their liquor licences.

One of Lewis’s own businesses, he told InDaily, is required by licence conditions to mop the front step of a building across the road once a week.

Another of his bars is required to keep all windows shut when music is playing, despite being located on King William Street.

Exciting acts for Nexus Live

Soul/folk singer Ngaiire and Hiatus Kaiyote frontwoman Nai Palm will kick off an exciting line-up of live music performances at the Nexus Multicultural Arts Centre next month.

Programmer Ross McHenry (Shaolin Afronauts and The Transatlantics) says the 2014 Nexus Live program of “intimate concerts” will present both established musicians and exciting new artists who draw on a range of diverse cultural influences.

He says Nexus decided to move away from the “world music” branding of its previous live gigs because the term seemed limiting.

 

Fresh direction for Leigh Warren Dance

Leigh Warren hopes arts funding bodies will see the changing of the guard at his South Australian dance company as an opportunity to invest in the future.

Warren announced this morning that former Australian Dance Theatre (ADT) dancer Daniel Jaber will take over as resident choreographer at Leigh Warren Dance (LWD) in 2014 and as artistic director from 2015.

“It’s the right time and Daniel is the right person,” he told InDaily of the move, which comes as the company celebrates its 21st birthday.

 

THE North Tce facade of UniSA’s City West will have a radical makeover under plans for a six-year transformation of the campus costing up to $380 million.

Three Decades of Imprints (Booksellers) on Hindley Street

In 1984, a bookshop opened its doors on Hindley St, joining what Jason Lake remembers as a diverse retail precinct.
Lake, who began working at the shop in 1993, never believed that 20 years on he would still be behind the counter. Now owner of the shop, Lake takes time between chatting with familiar customers and speaking to The Adelaide Review about the 30-year anniversary the store and the magazine share.

Cozy Imprints, with its rich dark shelves and deep turquoise walls, is a respite from the bustle and surge on the street outside. Despite their “little gem among the detritus” being welcomed with delighted surprise by locals and tourists alike, Lake explains that a bookshop on Hindley St shouldn’t be too much of a shock.

“Every time we talk about Hindley St, it’s like talking about the Wild West, and it’s just not,” he says. “What is not promoted enough about this end of town is that, on Hindley St, we have Arts SA – we have a major arts funding body on this street – we have the symphony orchestra on this street.

 

Faulty escalator is hurting Station Arcade businesses with trade down as much as 50pc

STATION Arcade businesses are laying off staff or cutting back their hours because a faulty escalator is killing their trade.

The up-track of the escalator, that brings commuters from Adelaide Railway Station into the arcade, has been out of action and blocked off since mid-January and will not be repaired until late April at the earliest.

Traders say their turnover has dived by 30-50 per cent because train users are taking the stairs straight out onto Bank St and not coming back into the arcade.

 

Adelaide’s most dangerous city streets revealed in City Council audit

THE city’s most dangerous streets have been identified and mapped by Adelaide City Council in an audit of late-night violent and offensive drunken behaviour.

Although the audit results, collated over two March nights in 2012 and 2013, were not made public, more than three hundred pages of witness statements and recordings have now been released through an application under the Freedom of Information Act.

 

Hindley St Nightclub’s Bad Record

Hindley Street nightclub The Palace has “the highest record of alcohol related incidents in the State”, SA Police say.

Liquor Enforcement Branch officers made the claim in statements tendered at a Licensing Court hearing on August 14 and published this week.

The Court heard details of the club’s record during a recent legal challenge to a police application for stricter controls over two nightclubs – The Palace and Red Square – owned by Palace Gallery Pty Ltd.

Police wanted tighter restrictions at the clubs, including compulsory CCTV, restricted access after 2.00am, limits to the quantity and nature of alcoholic beverages sold after midnight, polycarbonated glassware after midnight and changes related to queuing, evidence of age, metal detectors and bans on members of bikie gangs.

This is not a recent phenomenon. The Advertiser since at least 1911 has been reporting about the problems of public drunkenness in Hindley Street. Around 100 years later The Advertiser’s headline screamed “Our Street of Shame’ in response to business being thoroughly fed up with the antisocial behaviour that the street attracts. Those who know the street well know that serious violence in our precinct has been decreasing and is thankfully rare, yet the recent statistics in regards to assaults against police, recent incidents involving alcohol-related violence in and outside licensed premises suggests that the street’s reputation is not totally without substance

 

Adelaide MP Kate Ellis says $100m for West End health precinct must stay

ENSURING the Coalition delivers the $100 million Labor committed to the West End health precinct is the first order of city business for re-elected Adelaide MP Kate Ellis.

Sitting on a 7.5 per cent margin going into polling day, Ellis’ personal popularity was key to her survival – the 43 per cent of first preference votes she received barely wavered from her 2010 result and helped keep the swing to the Liberals to 3.2 per cent.

Relaxing with family in a park on Sunday, she vowed to keep a close eye on the money Labor budgeted for a new Adelaide University medical school and UniSA Centre for Cancer Biology.

“They weren’t election commitments, the money was in the budget,” she said.

ADELAIDE’S West End will swell by up to 20,000 new workers and residents over the next decade, signalling a seismic shift in the city centre.

The release of the new state government population forecast comes as a respected global survey finds Adelaide is one of the most liveable cities in the world, ranking equal fifth for the second consecutive year.

The survey, conducted by The Economist Intelligence Unit, comes as government projections – released exclusively following inquiries by The Advertiser – predict that development along the Torrens riverbank, including the new hospital and casino upgrade, will attract 13,000 workers and 7000 residents to the city’s west.

New residents’ group for Adelaide’s West End

A NEW residents’ group set to form in the West End is the latest in the trend ­towards people power in the CBD.

Resident John Kirkwood is behind the push to create the group, which would voice its concerns over issues including safety and security on the streets and inadequate lighting.

The State Government has introduced the legislation to cut costs and streamline the process for entrepreneurs setting up small bars in the CBD as part of its plan to make the city “vibrant”. The clause has prompted accusations that the AHA has too much influence over liquor licences. Campaign to scrap music venue regulation

ADELAIDE’S live music lobby has imported a NSW campaigner to drive their fight to reform SA’s liquor licencing laws. John Wardle successfully led a movement to change Sydney’s licencing laws in 2007 to encourage more small bars, live music venues and hole-in-the-wall operations. Wardle is currently working with Renew Adelaide’s Ianto Ware to run a similar campaign in SA, called “Raise the Bar”. Wardle said the SA system was outdated compared with the systems in other states. The rules made it too hard for small venues to get consent to put on live music, he said.

Adelaide West End Association president Andrew Wallace said the group would ask the council to allocate funds from this year’s budget for new toilets or for “portaloos” on weekends. “If it is not dealt with rapidly, the image that it creates is that it is acceptable to urinate in Hindley St and that there is no pride in the street,” Mr Wallace told the City Messenger.

A PUB lockout in Whyalla credited with almost halving alcohol-fuelled crime has prompted renewed calls for a city trial. The 1am lockout was trialled in Whyalla last year and is now in place permanently after local hoteliers, police and Whyalla Council agreed it was a success. The lockout means patrons cannot enter a licensed venue after 1am.

Council Plea to keep Hindley Street Post Office

CLOSURE: Town Hall has vowed to fight the impending closure of Australia Post’s Hindley St branch but its pleas are likely to fall on deaf ears.

City councillors unanimously voted at this week’s meeting to send a formal request to Australia Post calling for it to reverse the decision to shut the Station Arcade branch on October 15.

West End club closure angst grows

UniSA’s purchases of the Vodka Bar and Cargo Club are causing a stir among West End traders, who fear the precinct will become dead after dark.

The university bought Cargo Club in 2009 and the Vodka Bar earlier this year but since then both sites have sat empty.The City Messenger understands the uni has also approached the Barbecue Inn to sell, but the owners declined.

Take Fringe Parade down Hindley Street

WEST End traders want next year’s Fringe Parade to include Hindley St, arguing it will bring back some of the business lost to their eastern cousins.The idea of a west-east procession starting on Hindley St then marching down Rundle Mall and on to Rundle St was raised to Fringe organisers at the Adelaide West End Association’s annual general meeting last month.

Giving new designers a city showcase

EMERGING designers will be given a leg up in the fickle fashion industry with the launch of Adelaide’s first “Design Room” –  a spot where they can showcase their labels for peppercorn rent.

Galleries want change to liquor licensing laws

Small and emerging galleries are calling for a specialist classification under liquor licensing laws to improve their chance of survival. Under current rules, art galleries must qualify for a liquor licence under the same regulations as a bar or large event. This means they must meet costly security and infrastructure requirements. A temporary licence can be acquired under less stringent conditions but can’t be applied for repeatedly, which is little use for galleries holding regular events.

Pledge to keep close eye on crime hotspots

PRECINCT groups have welcomed a pre-election pledge for extra security cameras in the city’s crime hotspots.

City traders said the increased surveillance – announced in a $500,000 Liberal Party promise this week – would help curb crime and anti-social behaviour. At present there are about 50 security cameras operating across the city, including Rundle Mall and the West End.

Hindley St late night traders’ war on late-night clampdown

A group of traders, spearheaded by prominent West End spokesman Tony Tropeano, have launched a website and Facebook campaign   Fight the Early Night to raise awareness among partygoers about the changes to SA’s liquor licensing laws.

City needs a ‘breather’, but when?

TOWN Hall remains divided over the State Government’s proposed three-hour lockout at city pubs and clubs.

While nearly all City councillors support some sort of “breather”, they cannot agree on what time the mandatory close should start, with some voting 3am to 6am, others for 4am and some for 5am.

Key Support for tram loop plan

CITY business heavyweights have backed Lord Mayor Michael Harbison’s calls for a western tram loop.

Mr Harbison announced last week he would lobby the State and Federal governments for a tram extension along West Tce, Morphett or Gray streets then onto Grote St and back to Victoria Square.

His plan has received the thumbs up from various city precinct groups and business leaders, who say it will boost trade in the West End and encourage more people to move to town, thereby helping the City Council reach its population target of 25,500 people by 2012.

Flying the flag for safety

The Adelaide West End Association is in the early stages of introducing the Purple Flag program. Based on a similar UK system, the Purple Flag would be awarded on a range of criteria including attractiveness and appeal, cleanliness and personal safety.

Party Bus Crackdown

COMMUNITY groups are calling for a review of party buses, amid claims the organised pub crawls are fuelling binge drinking and bad behaviour in town.

They say the buses should either be banned from the city or subject to stricter controls, such as no drinking on board, and more regular monitoring.Similar to pubs, party buses need a liquor licence and must comply with rules regarding responsible alcohol service.

SHABBY buildings along Hindley St should be forcibly tidied up beyond just meeting safety standards, the West End Traders Association says.

Group president Arna Eyers-White said the culture and look of the strip would “change dramatically” if landlords were made more accountable for repairing unsightly premises.

THE licensee of one of the city’s biggest and well-known nightspots has moved to ban people from entering between 3am and 8am to tackle alcohol-related crime.

HQ Complex licensee Rod Rose made an application to the Liquor and Gambling Commissioner yesterday for a six-month trial period of the lockout.
